Google Performance Max Explained: A Beginner's Guide for UK Businesses

TL;DR: Performance Max is Google's AI-run campaign type that serves your ads across all of Google's channels — Search, Shopping, YouTube, Gmail, Discover, Display and Maps — from a single setup. What Performance Max actually is

Performance Max — usually shortened to “PMax” — is a goal-based campaign type in Google Ads. Instead of building one campaign for Search, another for Shopping and a third for YouTube, you create a single campaign and Google's AI serves your ads across all of its inventory at once.

That inventory spans seven channels: Search, Shopping, YouTube, Display, Discover, Gmail and Maps. You set the objective (usually sales or leads), a budget and a target, then feed Google the raw materials — headlines, descriptions, images, logos and video — and its algorithms decide who sees which combination, on which surface, at what bid.

It has quietly become the default for a large share of advertisers. The proportion of surveyed advertisers running Performance Max rose from 60% in 2024 to 71% in 2025, according to a Fluency survey of 170-plus agency and in-house advertisers, while Tinuiti's benchmark data found 93% of retailers running Google Shopping ads had adopted it by early 2025. In short: if you advertise on Google, you are increasingly expected to use it.

How the machine works: asset groups and audience signals

Two concepts do the heavy lifting. Asset groups are the bundles of creative you upload — up to 15 headlines, five long headlines, five descriptions, plus multiple images, logos and, ideally, several videos. Google mixes and matches these into ads for each channel, so thin or weak assets directly cap what the campaign can achieve.

Audience signals are your hints to the algorithm. You can feed in your own customer lists (first-party data), recent website visitors, and custom segments built from search terms and interests. Crucially, a signal is a suggestion, not a hard target: PMax starts with the people you point to, then expands outwards. That's a strength when it finds genuine new buyers — and a risk when it wanders into low-value audiences.

Bidding is fully automated. You pick Maximise Conversions, Maximise Conversion Value, Target CPA (cost per acquisition) or Target ROAS (return on ad spend), and the system bids in real time on each impression based on how likely that person is to convert.

When a UK small business should use it — and when not

The golden rule from experienced practitioners is simple: don't replace your Search campaigns with Performance Max — run them side by side. Keep a dedicated Search campaign for your highest-intent, brand and proven keywords, where you want tight control, and let PMax hunt for incremental demand across the visual and discovery surfaces you'd otherwise never buy.

PMax suits you if you have reliable conversion tracking, a product feed (for retail) or clear lead goals, and enough budget to give the AI room to learn. It's a poor fit if you're spending only a few pounds a day, can't yet measure conversions accurately, or need to control exactly where every pound is spent.

Setting it up properly: a beginner's checklist

Nail conversion tracking first. PMax is only as smart as the data you feed it. Install the Google tag correctly and, where you can, import offline conversions or lead quality so the AI optimises towards real revenue rather than raw form-fills. Rubbish in, rubbish out.

Budget for learning. A common rule of thumb is a daily budget of roughly 10 times your target CPA. Expect a learning phase of about four to six weeks, and know that the algorithm stabilises best at around 30–50 conversions a month.

Add a brand exclusion list. Without one, PMax will happily claim credit for people already searching your business name — inflating the numbers while adding little genuinely new demand.

Fill every asset group. Supply multiple high-resolution images, a range of headlines and at least one video. Google will auto-generate a rough video if you don't — far better to give it your own.

Use the new steering controls. Google has been handing control back to advertisers: campaign-level negative keywords, channel-level performance reporting and, through 2026, first-party audience exclusions to focus spend on new customers, plus end-of-month budget projections and clearer placement reporting broken down by network.

Read the right reports. Once it's running, check the search-terms and channel reports to see whether spend is drifting onto cheap, low-value Display or YouTube placements — and prune accordingly.

The honest trade-off

Performance Max buys you reach and simplicity at the cost of transparency and control. For a time-poor UK small business, that can be a trade worth making — but only with clean tracking, strong creative and a Search campaign guarding your most valuable queries. Treat PMax as a powerful junior media buyer that needs clear goals and regular supervision, not a set-and-forget button.
