ITV Makes Subtitles Mandatory on Every TV Ad From January 2027

ITV will require closed-caption subtitles on every ad across its channels and ITVX from January 2027, and is launching a subsidised in-house subtitling service so smaller advertisers are not priced out of accessible TV.

What ITV Announced

ITV has confirmed that from January 2027 every advertisement running across its linear channels and its ITVX streaming platform must carry closed-caption subtitles. The move follows a similar commitment from Channel 4 and pushes commercial television towards 100% subtitled advertising for the first time.

To stop the rule shutting out smaller brands, ITV is pairing the mandate with a subsidised, in-house subtitling service aimed squarely at SMEs and businesses new to television. ITV's own team already produces around 1,000 ads a year at cost and works with roughly 2,000 advertisers, so the infrastructure to caption at scale is largely in place.

Why It Matters for Advertisers

Accessibility is the headline reason, and it is a serious one. ITV estimates around 18 million people in the UK are deaf or live with hearing loss or tinnitus, an audience that has effectively been under-served by un-subtitled advertising for decades.

But there is a hard commercial logic too. Most social and streaming video is now watched sound-off, so captions lift comprehension and viewability far beyond the hard-of-hearing audience. An ad that only works with the volume up is an ad that fails a large share of the impressions it pays for.

It also narrows the gap between how brands treat broadcast and how they treat social. If captions are already standard on your TikTok and Reels cut-downs, extending the same discipline to your TV master is a small step that pays off across every channel.

Third, audit your existing library, because the assets you plan to run into 2027 will need compliant captions regardless of when they were made.
